Yes, a small hole is required to fix the tag mechanically rather than by adhesive, which is exactly why they survive vibration and oily surfaces that defeat stuck-on tags. This is only worth doing on equipment where drilling is acceptable and the adhesive failure risk is genuinely high, not on every asset.
