IPSAS and IFRS versions

The IPSAS version is structured for public entities preparing registers consistent with National Treasury expectations and IPSAS reporting: it separates asset class and category clearly, tracks funding source alongside cost, and includes fields that support the kind of consolidated reporting the National Treasury's asset and liability management guidance works toward.

The IFRS version follows the property, plant and equipment treatment under IAS 16 that private companies use: cost model fields, depreciation method and rate, accumulated depreciation and net book value, with less emphasis on funding source and more on componentisation where relevant. Both versions share the same tag number and asset identification columns so they can be populated directly from a tagging exercise.

How to use it

Populate the template during your tagging and data capture exercise, one row per physical asset, using the tag number as the unique key. Keep a single master copy under version control rather than several departmental copies, and update it at the point of any transfer, disposal or new acquisition rather than in a periodic batch, which is where most registers drift out of date.

Its limits, read this before you rely on it

A spreadsheet is not a system. It has no audit trail of who changed what and when, no automatic depreciation calculation beyond whatever formula you build and maintain, no access control beyond file permissions, and it becomes unreliable once more than one person edits it without strict discipline. For a few hundred assets on one site it is workable; beyond a few thousand assets, multiple departments, or a genuine audit requirement, move to proper asset management software.
